Jonathan Womer is a Senior Advisor and Lead for the State Budgeting Practice at the Policy Lab. He has served for over 20 years as a government innovator.

Most recently, Jonathan served Rhode Island Governors Gina Raimondo and Daniel McKee as Director of the Office of Management and Budget and also served on the National Association of State Budget Officers Executive Committee. He made significant contributions to the fiscal health and policy advancement of the state during his six-year tenure, including:

  • Regulatory Review - established an executive process for reviewing the costs and benefits of all proposed regulations and recodifying the entire Rhode Island regulatory code and administrative procedures act with a 30% decrease in regulations.
  • Budget Development - Built, administered and advocated for roughly $10 billion in budgets each year.
  • Program Management - Improved program performance and managed federal compliance.

In North Carolina, Jonathan worked in state government in multiple roles including the Governor’s Deputy Director for Management and State Chief Information Officer, as well as in academia as the Associate Vice President for Finance and Economic Analysis at the University of North Carolina.

Jonathan started his career working in the federal government at the Office of Information and Regulatory Affairs within the Office of Management and Budget. During this time, he worked on digital signature policy and information technology budgeting and was honored as a member of the top 100 federal IT professionals. As a founding member of the Office of Electronic Government and Information Technology, he served as the Government-to-Citizen portfolio manager - bringing forth services such as:

Throughout his career, Jonathan has been asked to share his experience as a featured speaker with organizations such as the National Governors Association, the State Higher Education Executive Officers Association, the National Association of State Budget Officers, and the Association of Government Accountants.

He earned a Master of Science in Information at the School of Information and Master of Public Policy at the Ford School, both from the University of Michigan, Ann Arbor. Jonathan received his BA from Duke University. He lives in East Greenwich, RI with his spouse, and their two children.
